Reading Mrs. Adkins

Anne Adkins has been writing an occasional column for the Winston-Salem Journal for a while now and I must say that, to me, her writing is consistently the best in the paper. From this Sunday's column

George got a job and over the next few months he paid back his loan and appeared to be doing just fine. In those years immediately following World War II, our generation was full of halcyon dreams springing from the conviction that after years of war, we would bring to the world lasting peace. Who would have thought that early one morning on a Virginia mountain road, George’s body would be found face-down in a ditch with a bullet hole in the back.

That was nearly three-quarters of a century ago. As far as I know, no one ever found out who killed George. As the years went by, Al and I, like most of our generation, worked hard, raised our kids, saw more wars come and some of them go, and squeezed the best part out of living. And like every generation before us, we also buried our dead.

Last week a beat-up, yellow truck sped past me on the highway. Suddenly the years peeled away, leaving me with the sharpness of a memory unexpectedly returned. I shut my eyes and there George was, my young lost friend, tossing me one more smile.

I smiled back at the bittersweet thought of a young lost friend who never had the chance to find his way, but for one shining moment in time was King of the Road, gridiron hero of the Golden Wave, the sweetest guy in town.

The Public Payroll

Back before the economy tanked not many people griped about what government employees made, likely because not many people viewed the jobs as particularly exciting nor well-paying.  Since the economy tanked the public has pulled a 180 thanks in part to the fact that just having a job is something to celebrate and also to the fact that many governments are facing tremendous budget pressures.  Now people are paying very close attention indeed to what government employees are being paid.

The Winston-Salem Journal has a story about the compensation of Winston-Salem's 91 highest paid employees which totals $8.5 million.  Here's an excerpt from the story:

As it turns out, 21 full-time employees make at least $100,000, according to the report of Budget Director Ben Rowe. Earning between $75,000 and $100,000 are 70 full-time employees, according to the report. The total salaries of those 91 employees are valued at about $8.5 million, according to Rowe. They’re lawyers, managers, supervisors, chiefs, coordinators and other top-brass employees.

Excluding those 91 employees from the proposed 1.5 percent merit pay increase would save about $150,000, according to the report.

Cutting that amount would be merely symbolic, Council Member Dan Besse said. Besse, who had asked about the possible savings during a budget meeting last week, said he wanted to know because he opposes the idea of raising salaries the same year that the property-tax rate will be increased…

“The question then becomes: What’s the right balance on things like salaries?” Besse said. “Tentatively, I’m trending toward considering that we can’t simply say, ‘No increase for anybody this year.’ It appears we’re starting to experience problems with recruiting and retaining people in certain positions, like police officers.”

Is it fair to exclude the top level employees from the merit pay increases that the rest of the employees would enjoy to save a symbolic $150,000? Isn't the better question whether or not they did their jobs well, and if they did do their jobs well shouldn't they be compensated appropriately?

It's understandable that people would want to freeze or reduce pay in the face of budget crunches and potential tax rate increases. You might be asking, "How is that any different from a company freezing pay or laying off people when their sales drop or the company is losing money?" Well, the comparison really isn't that simple. Government employees don't get to pick their customers; they have to serve everyone. They also don't have much control over the income side of the ledger since tax revenues are tax revenues. What they can control are expenses and how effectively they do their jobs. If they do that are they to be punished?

Here's another point from the story that should not be lost in the shuffle:

To make up for the $7 million loss, the city would have to increase the tax rate by about 10 percent to 54.25 cents for every $100 of assessed value from the current rate of 49.1 cents. Rather, Garrity has proposed raising the city’s tax rate about 8 percent, from 49.1 cents for every $100 of assessed value to 53 cents.

Because of the revaluation, a large majority of city property owners would actually receive a lower tax bill even if the council members approve the increase in tax rate.

So in other words the symbolic freeze of the highest paid city employees wages would come despite the fact that many taxpayers won't be paying any more in taxes than they did last year.  Five years ago when these folks were largely viewed as average bureaucrats you probably wouldn't have seen this kind of discussion, but now that times are tough those same folks are viewed as overpaid executives ripe for symbolic flagellation. Doesn't quite seem fair to them.

This is How You Do It

First a disclaimer: the following is my personal opinion and in no way reflects an official stance of my employer.

Last week I was in Raleigh meeting with legislators about issues related to my day job. The North Carolina legislature is a pretty intense place right now and the legislators, who are always busy during the session, were busier than normal for a variety of reasons. As a result we were only able to meet in person with about half of the legislators from the Triad and luckily for me one of those people was Rep. Ed Hanes,  a freshman Democrat from Forsyth County. We talked about our issues and just before we said our goodbyes the subject of education came up. That's when it really got interesting.

One of the folks in my group has a child getting ready to enter the public school system. After listening to Rep. Hanes speak about public education she asked his advice about how to approach it. Rep. Hanes took a couple of minutes to talk to her about it, and then he started talking about co-sponsoring an education-related bill with a Republican. Well, you could have knocked me over with a feather. A Democrat and Republican co-sponsoring a piece of substantive legislation in this day and age? Whoa!

Not surprisingly Rep. Hanes said he was catching some heat over the bill, and given that it's about allowing vouchers to be used with private schools you can bet he's getting heat for multiple reasons: crossing party lines and "sabotaging public education" being the two most obvious. Sure enough the bill was hot enough that it became the subject of a front page article in the 5/30/13 Winston-Salem Journal:

House Bill 944, known as the private school voucher bill, passed the House education committee Tuesday by a narrow, 27-21 margin. It moves next to the House appropriations committee — likely next week, said co-sponsor Rep. Ed Hanes, D-Forsyth.

Hanes went against party lines in endorsing the bill, which has received sharp criticism from Democrats and opponents who fear the bill could damage public education. Hanes said that while the plan is not perfect, the latest version of the bill that passed the education committee Tuesday is a marked improvement from the bill’s original iteration.

“When you’re 27 seats down, you have to use the tools you have,” Hanes said. “Vouchers are not the answer. Charter schools are not the answer. Even public schools as we have them currently constituted are not the answer to educating economic disadvantaged students.

You don't have to like the bill in order to like what Rep. Hanes is doing. It's old-school legislating in that he's showing the gumption to take a potentially unpopular stance to do what he thinks is best for his constituents. The man is showing some real backbone because in a very partisan world he's willing to cross party lines and at the same time he's taking on one of the most infuential bodies in NC politics-the public education industrial complex. 

Wouldn't it be refreshing to see more action like this in Raleigh and Washington?

Freakonomics Dude in Camel City!

I might be one of a handful of people who will think this is exciting, but so what? Freakonomics coauthor Stephen Dubner is going to be playing a gig with his old band in Winston-Salem this week. From the Freakonomics blog:

A long time ago, I played in a rock band, called The Right Profile. It was a great deal of fun. We wound up getting a record deal with Arista…

But I quit the band about a year later. We were in the middle of making our first record. I decided I didn’t want to try to be a rock star after all, as much fun as it was. Writing suits me better.

I pretty much went cold turkey and have performed almost no music since then. But all these many years later, The Right Profile is set to ride again, if only for a few songs. We were asked to participate in a concert by the Vagabond Saints’ Society at a centennial celebration for the city of Winston-Salem, N.C., on Fri., May 7, from 7-10 pm.

I can’t wait. Winston-Salem has produced some amazing music over the years (the dB’sBen FoldsLet’s Active, the AlisonsDillon Fence, and many more), and it will be great fun to hear these guys again and crawl backwards into the time capsule. Also I can’t wait to play again with my bandmates Tim FlemingJeffrey Dean Foster, and Jon Wurster.

The date is actually May 10 and according to the centennial celebration website the  Vagabond Saints' Society show will be at 6th and Cherry. Should be a blast.

Winston-Salem Makes a Great Geezerville

Winston-Salem made the Forbes list of 25 Best Places to Retire in 2013. Here's what they wrote:

Pros: Low cost of living, median home price $129,000, moderate climate, college amenities (Wake Forest), high doctors per capita, high Milken Institute aging rank. Con: Crime.

Other North Carolina cities that made the list were Charlotte and Asheville.

Why No Trader Joe’s in GSO?

The Triad Business Journal explores why there won't be a Trader Joe's in Greensboro in the near future. In addition to all of the reasons cited in the article – Greensboro not being on TJ's 2-year plan, the attorney involved in the proposed project last year no longer being involved, and nothing happening on the development front – they might want to add that no one in Greensboro (that I know of) made a video to try and woo Trader Joe's. Some folks in Winston-Salem did a couple of years ago and now we have a TJ's in Thruway. So, folks in GSO here's a helpful hint from your neighbors in Camel City.

Standing on Principle

Winston-Salem city councilman Dan Besse is taking a bit of a political hit for his stance on an issue before the council. From Yes! Weekly's editorial about the matter:

The Winston-Salem city councilman took a stand last week against a proposed resolution by the city to oppose the Supreme Court’s 2010 Citizens United decision, which equated money with free speech and enabled corporations and unions to make unlimited financial contributions to the political process…

But the time is being spent regardless of Besse’s opposition, largely at the behest of his political allies and constituents…

Surely there would be no harm to Dan Besse’s political future by backing down on his stance and throwing in with the opposition groups. It’s an election year, after all, and though Besse’s Southwest Ward seat seems safe, he will surely face a Republican opponent in the General Election.

The editors then provide two quotes from Besse that I think should be printed and hung on the walls in the chambers of every city/town/county council in the land:

“I strongly believe that as a good-government issue, that local governments should focus on the good things we can do — services and infrastructure that we are responsible for — instead of serving as an adjunct public debating society on issues over which we have no jurisdiction,” he said.

and

“If you can’t act on what you believe is the right thing to do, then you shouldn’t be in office,” he said.

Councilman Besse also pointed out that he is an activist on many issues like assault weapons bans, the Affordable Care Act and environmental quality, but he is active in other more appropriate venues. His point – that being a member of city council doesn't preclude him from advocating for any issue on his own time, but when he's wearing his councilmember hat he should be focused on the city's business – is spot on. 

a/perture in The Street

Winston-Salem's a/perture cinema was recently profiled for a story in The Street about alternative forms of raising funds for small businesses:

The art-house movie theater in Winston-Salem, N.C., needs $50,000 to snag a lease to rent the lower level of the building that will open up space for an additional screening room and larger lobby.

But the owners are tapped out. The business' long-term debt includes a recent bank loan that is funding an expensive film-to-digital conversion.

So a/perture cinema is trying something new to find financing. The art-house is asking its customers, fans, friends and family, and other independent cinema enthusiasts to contribute to a crowdfunding campaign onIndiegogo.

"It's kind of now or never, so we need to get the community behind us and those who just want to keep art-house theaters open around the country on board," curator Lawren Desai says.

Last I heard Lawren and her crew were about half-way to their goal. They're a great asset to the Camel City so hopefully they'll get there.

The folks behind Winston-Salem-based Contract Web Development just announced the launch of  Cover Story Media, an online publishing company "that focuses on original content founded in reader engagement." One of their products is mywinston-salem.com and after taking a quick trip around the site I'd say it looks like a good new player in the local online content game.

Pile Don’t File

The Department of Veterans Affairs office in Winston-Salem might need some help from an organizational consultant:

At the VA's Winston-Salem Regional Office in North Carolina, an estimated 37,000 claims folders had been stored on top of file cabinets, according to the Inspector General's report released last week. Those piles had been stacked two feet high and two rows deep. The file cabinets were so close to each other that drawers could not be opened completely. More files had been stored in boxes on the floor and stacked along the wall.

A load-bearing study found that the weight of the files exceeded the floor's capacity by 39 pounds per square foot.

"The excess weight of the stored files has the potential to compromise the structural integrity of the sixth floor of the facility," said the Inspector General report. "We noticed floors bowing under the excess weight to the extent that the tops of file cabinets were noticeably unlevel throughout the storage area."…

In June, after learning that the floor load exceeded capacity, the office removed all folders sitting on file cabinets and placed them on separate floors. The office also intends to purchase a high-density file system for the basement, which will cost an estimated $405,000.
